I am obviously new to this and I had a couple questions...
There is this MMO 3D PC game by a Russian company and people are able to get it on android but not IOS... The game is called Tanki Online(Tanks Online in Russian) and I am wanting to possibly hire a developer to make something that can host it on an iOS app... Kind of like how there are 3rd party YouTube apps that still show all of YouTube content but are not by them? If this makes sense to anybody, please explain what that is called and if it is simple to do...

Hello Amarotica, and welcome to iDevGames!
Unfortunately what you are asking for is a) extremely difficult and b) probably illegal. Making a client for someone else's game and attempting to sell it would be copyright infringement in a pretty indisputable way, and figuring out how to access their servers without their permission would require reverse engineering their APIs that could change at any moment. However if you're interested in doing some original content I'm sure you can find lots of mobile developers for hire, or you can learn how to program yourself!
