I was wondering if anyone knew if it was legal to buy a card game rules book and follow the rules of some of the games to make a game on the Iphone.

Depends on the "card game".
standard 52 card poker deck is perfectly legal to make just about any type of game using those.
But if you're talking Magic: the Gathering, no, that's a little less legal. You could use the same concepts, but the second you start using their terminology, names, or arts, you could get into legal troubles.

agree with skyhawk. You may want to check the card game rules book if there's any author's name written on it and check online for their terms.
