reserving an app name

I remember reading somewhere that it's possible to reserve an app name before the app is ready to submit, but I don't see the option in iTunes connect.
Does anyone know how to do this?

Create your application but don't upload the binary until you are finished. Just don't be a squatter and reserve 100 names.

so, just submitting an application reserves the name?
Can you make changes before you upload the binary (I mean change the icon and description)?

Yup, you can change that info at any time.
