I see I'm "required to include the “uDevGames 2008 Read Me.pdf†file in the download".
Where to I get this file?

THERE ISN'T ONE?????
Is it just me, or is everything due in 3 (three!) days? What if this is my last chance to work on it before then? What am I supposed to do?

You make it up, be sure to fill it with legalese and gpl-style preambles.
It will then be judged for the "best read me file" category.

I wouldn't sweat it. It's just a readme. You can update your binary once voting starts, so you can always just include it once you get back to it.
