It doesn't seem to demonstrate any understanding of what the Khronos Group have said on the subject. If you want to know what's been said about OpenGL 3.0, read the OpenGL Pipeline Newsletters on OpenGL.org.

That said, it's been so long since they've said *anything* that even the official statements may be outdated.
