iPod Touch not multitasking not working???

I have a 2nd gen iPod touch model MB528LL with version 4.0 (8A293)
With iPod Touch, I dont have a task bar, if I double tap the home button, I just go to the home screen, instead of displaying a task bar.
Do others have this problem?
The iPhone simulator seems to work fine.
