EPS viewer/converter?

What is the best EPS viewer/converter (free)? I am NOT real happy with Preview.

Does the pstopdf command work with EPS files? I remember having to use that a few years ago for something. I don't really remember what though as Preview has supported postscript since the beginning of time right?
