Is it possible to send a provisioned application to people without Xcode so that they can install it on their iPhone or iPod touch?

Yea, you send them an ad hoc profile and a special ad hoc build. No Xcode on their end required. See the Program Portal User Guide on the iPhone Developer Program Portal.
