Why can't Non-Mods add something to the Get Started with Game Development sticky?

Because if we allow everyone to write something, it will be hard to organize everything in 1 thread. Some members have the tendency to go offtopic resulting in the thread becoming a mess.

If you want something added to that thread, I recommend you send a private message/email to a moderator so that he can add it to that thread.

The idea is to have only 1 thread where people can find about how to start in game programming and not have thousands of threads explaining the same thing over and over again.

I would guess the idea is to keep the thread clutter free and controlled. The last thing anyone wants is for a new visitor to the site to read this important guide only to find nonsense posted in it.

Having a second non moderated thread for general ideas and comments to be added to would be a good idea. Someone could then go and sift out the gems in that thread and add it to the controlled thread.
