I've got a GLUT program that uses alot of glut's pull down menu
functioins. I want to port this over to SDL but I'm looking at
SDL documentation and I don't see anything that even remotely
comes close to this functionality.

No. SDL is explicitly designed to avoid all platform-dependent UI stuff.

You could try compiling ParaGUI, which is SDL-based, but it needs a bunch of other libraries that you'll need to find & compile too.
