since photoshop supports .tiff files I'm just using the tiff to get my art and stuff into graphic converter which does support .pict files.

Erazor, I hate to disagree but: Photoshop is AMAZING for pixeling!

I have to agree with ERaZer, Photoshop's indexed color functions are pretty minimal. If you want to make 16 color sprites, Delexepaint or old Paintworks Gold are better.

I realized that photoshop supports pict files, but the pict files don't support layers, and thats what I need.

any file can be layered - after you open it just convert it to RGB. when you're done, Save As as pict. this works for .gifs too
